Lars also seems to be the closest to Tougou, and it's safe to assume that they've fought together for a while; they did have a common goal in mind when they went against Jin's army. When they meet each other—reunite, really—in Scenario Campaign, Lars doesn't even have to have his memory to feel that he and Tougou were close. Tougou proceeds to look out for Lars, giving him the phone that would keep the both of them in touch with one another. He also tells Lars that he'll be the one to hold the team together until Lars comes back. Tougou is also the one to give Lars his next move: look for Heihachi, to see if that would jog his memory.

When Lars and Alisa are being held at gunpoint by G Corporation soldiers Tougou and his buddies appear there to even the odds. Lars notices Tougou's injured arm and immediately he wants to stay with Tougou and help him fight. He may not vocally say it, but his actions—he grasps at Tougou in worry—imply a deep concern for the other man. When Tougou dies, Lars is visibly hurt, almost as if he wants to cry. Alisa even registers that Lars' actions—shaking hands, clenched fists, things of that matter—suggest that she shouldn't talk to him now. Tougou's death hit Lars hard and I feel that it's something that he's going to carry with him for a while. When Raven is the one to return Lars' insignia back to him, he stares at it almost forlornly; Tougou told Raven to make sure it was returned to him.
Of course we all know that Tougou isn't dead so...yeah. >> SHUTUP I LOVE TOUGOU.
